Pen don't be surprise. Just look at Queensbay open before the official launching date. I still remember my first visit full of debris and dust inside the shopping mall. If Queensbay is Huge what is Zan Pavillon Condominium? Penang BOLEH!

06/2011? it's only 10 more months to go, with current progress rate, i doubt if they can do it. If they can do it with good finishing quality, then it's a new challenge to other developers. Imagine, they have to complete one floor at <3 weeks' time, how they can do it while maintaining the quality??? Let's wait and see...

Asked when can they complete the project, standard answer, don't know.... Please ask the developer, pass the ball around.

Most condo at moment r price in the range of Rm350-Rm380/sqft. Huge built-up condo r limited & r in the demand from the middle to upper income fmy. I believe condos with 2k-sqft n above will be the next icon for the coming generation.

Mr. Business,
I surveyed Uban before commit on ZP. Just my personal views..Uban's quality is same as ZP, with more elegant outlook. View wise it is better only for unit facing sea, but compromised with loud noise and dust from coastal highway. This makes the balcony pretty uncomfortable to use. Elongated layout is a little strange to me, and with the shared bath rooms for rm2 and rm3 (hate this, no privacy). The pool is cozily designed but slightly smaller than ZP, and its located at ground floor - feels funny. So, ZP is definitely comparable, if not better than Uban. Since i bought ZP, some bias here :)

Yeah, i think some people will move to mainland because of the price, especially genuine 1st house buyers. However it feels different staying there...the market, schools, travel to work, shoppings, hang outs, etc..also, mainland's landed properties may not appreciate as fast as Island because still abundant of lands for future development.

It is better for you to buy the prestigious "The View" at this price. (Come with Brige & Sea view)

BTW, you will have big problem to explain the locaton and the route leading to this condo. The accesses are meshy.

继大吉隆坡计划之后,首相拿督斯里纳吉提出“大槟城转型计划”概念,并在5年内,拨款179亿令吉提升槟州基本建设及交通设施。

之前的“大吉隆坡计划”,催化雪隆区房地产增值,如今这项概念将在槟城落实,到底会对槟城经济和房地产激起怎样的涟漪?

本周的《产业周刊》特地走访工商界人士和槟州政府,为槟威产业市场把脉。

大槟城转型计划 房地产如虎添翼

首相拿督斯里纳吉4月2日到槟城进行一天官式访问时,主动向槟州民联政府提出“大槟城转型计划”(The Greater Penang Transformation Programme,GTP),并要将槟城打造成名符其实的投资沃土,以及诱人的家居乐业天堂。

这一宣布有如强心针,一剂注入槟城实业发展市场,从基建到房地产尽是一片欢呼。

首相宣布的“大槟城转型计划”,被看好是强化槟州经济的强心针,甚至被诠释为推动整个北马发展的催化剂,尤其是刺激槟州房屋领域走高的一份大礼。

中央政府有意通过政府转型计划(GTP),将槟城打造成马印泰黄金三角洲(MITGT)及孟加拉湾(Bay of Bengal)城市的主要中心,也就是继吉隆坡及新山之后第三个大都会。

179亿提升基建

首相还承诺,中央政府将在第十大马计划下,为槟州提供高达179亿令吉的拨款,以作为提升大型基本建设及交通设施的用途。

届时,肯定会令原本每年以介于10%至15%高增长的槟城产业,更加如虎添翼。

其实,政府通过兴建大型基建设备,间接带动房地产升值的努力都已奏效。

首相今年1月11日,宣布总值670亿令吉的“经济转型执行方案”(ETP)下的19项启动计划时,“大吉隆坡计划”下总值430亿令吉的延长捷运系统(Mass Rapid Transit,MRT)计划,已令巴生谷周遭地价增值高达35%,产业价值行情也将走高30%。

这些计划都被看好,能提高槟州经济价值链及增加人民收入,难怪槟州政府愿意为“大槟城转型计划”放弃已完成的2011-2015年槟城大蓝图及工业大蓝图。

随着中央政府准备在“大槟城转型计划”下,大事发展槟州的大型基建计划,业界相信,这将吸引更多人在槟州或周边地带置业,进一步推高州内的房价,带动行情看俏。

马来西亚房地产发展商会槟城分会主席拿督陈福星相信,“大槟城转型计划”启动,将大力推高州内的房地产价格,激励其他周边地区的发展和景气。

平安发展有限公司董事·陈栋良:带旺市区周边产业

平安发展有限公司董事陈栋良相信,投资者会在火红投资地区周边地带置业,而部分购屋者也会因火红投资区屋价高昂,而向外移到临近地点购置产业。

他相信,大槟城大蓝图计划有助缩短距离,促使发展商在火红投资地带以外地点,兴建房屋、店屋或高级公寓。

应建更多可负担房屋

“大槟城转型计划”骨牌效应下,州内房价自然飙涨,会不会引发中下阶层人民买不起房屋的局面?

针对这项问题,陈福星促请中央政府善用资源,在槟城创造更多可负担房屋,以实现居者有其屋的目标。

他说,中央政府在槟州发展大型基建,带动经济发展,肯定会制造更多就业机会。

他说,届时槟州的人口将会剧增,而且购买力也会加强,新中产阶级的人民都需要购买可负担的房屋。

每人心中都有个乌托邦,然而,要落实大槟城转型计划,就必须要有一个有效率的执行路线图才可达成。

争取2300万元建北岸高速大道

绒武雅区州议员郑雨周去年初提出,将通过工程局,在第十大马计划下,向中央政会申请2300万令吉拨款,以兴建全长约20公里的槟岛北岸高速大道。

白云山直通直落巴巷

他说,这条北岸高速大道将从白云山观音寺开始,通过拉曼学院一带,再经过咙哑学校、印度庙,连接至立达花园、快乐山庄、直达峇都丁宜斯里沙洋度假村后,到培才小学后面,再经过槟州供水公司后方直达通往直落巴巷。

他说,有关2300万令吉的建筑费是5年前的预算,而其中位于立达花园一带的2公里或5%的大道已完成。

他说,尽管兴建北岸高速大道,涉及铲平丹绒武雅快乐山庄一带海拔50至100公尺的山坡,但他仍表支持,因为这项计划涉及公众和国家利益,除了可方便峇都丁宜与乔治市的连系,也有助激刺当地的房地产发展。

槟房地产发展商会主席·陈福星:交通网络最大障碍

马来西亚房地产发展商会槟城分会主席拿督陈福星一针见血的指出,槟城在实落“大槟城转型计划”,就必须要大刀阔斧的拔掉内在的最大发展障碍,就是道路不通。

他说,槟城目前并不缺任何大型基本建设,从国际机场、港口到铁道都一应齐具全。

“但是,最大的问题是如何将这些港口与机场与工业区及住宅区衔接起来。”

水陆西线衔接

他认为,槟州迫切需要一个良好的公共交通系统,包括轻快铁( LRT)、捷运系统(MRT)、涵盖所有地区包括遍远地区的公共巴士系统等。

“同时,也必须通过槟城大桥及第二大桥将槟岛与威省连接,仿效香港及九龙通过水陆两路连接起来。”

他说,这不只是让货物及商品疏通,同时也是让人口,包括工厂员工及上班族疏通。

他赞扬槟州政府目前推行的停车换乘计划(Park and Ride),并形容这个概念纾解大桥上下班的堵车情况。

计划陆续完成

槟州在策略性地理位置、物流、制造业与服务业占尽天时地利优势,陆续会有更多大型基本建设计划推出。

除了在北马经济走廊下将在北海码头打造的槟城中环广场区域物流中心,还包括已完工的槟城大桥扩建计划。

另外,还有槟城港口挖深海床及扩建计划、将于2013年竣工的槟城第二大桥以及耗资2亿5000万令吉的槟城国际机场扩计工程。

吁建外环公路刺激发展

纳吉提出“大槟城转型计划”,让槟州房地产界重提搁置多年的“槟岛外环公路”计划(PORR)。

诚如风水学上所说,龙气要通,才能够风生水起。

在槟岛面对土地严重短缺的窘境,要刺邀槟岛的房屋业发展,槟岛需要更多的外环公路及走廊来衔接各主要出入门栅。

陈福星说,这些包括将峇六拜槟城国际机场衔接浮罗山背的主要通道、衔接乔治市至峇都丁宜的北岸走廊(Northern Corridor),至于衔接机场与乔治市的敦林苍佑沿海大道已完成。

工程耗资10亿元

接下来,就是槟城大桥扩建计划,以及预计后年完工的第二大桥计划。

他表示,要让发展的列车开入更偏远的地区大兴土木,槟岛有必要重新启动搁置多年,估计耗资超过10亿令吉的“槟岛外环公路”计划。

在目前道路严重拥挤的槟岛,除非重新启动外环公路计划,或者是兴建捷运或轻快铁系统,否则很难疏通上下班的车辆。

传2公司欲竞标

因此,去年开始传出有两家发展商公司觊觎重新启动槟岛外环公路计划,以借助公路的便利将人流引入各个发展区上,尤其是槟岛北部。

这两家公司,除了年前坦言有意竞标该工程的IJM置地,还有另一家神秘的发展商也有意染指,以牵引至丹绒道光及以上一带,以刺激当地的屋业发展。

陈福星说,除了槟岛外环公路计划,威省方面也迫切需要一个从北海衔接至大山脚的外环公路,让槟岛、北海至大山脚及威南一路通。

宜迁移峇六拜机场

陈福星再次呼吁中央政府考虑展开填土计划或人造岛,以迁移峇六拜槟城国际机场。

他说,尽管中央政府于2010年杪拨款2亿5000万令吉,让槟城国际机场扩建,但他预料,机场容纳量将在5年后达饱和,届时又将展开另一轮扩建工程。

有鉴于此,他促请中央政府在“大槟城转型计划”前提下,与槟州政府合作,通过人造岛或在槟岛沿海展开填土工程,以将现有的槟城国际机场迁移出峇六拜工业区。

加长跑道扩大规模

他说,槟城机场与峇六拜工业区近在咫尺,存有一定的风险,而且机场的跑道短,无法让大型客机降落。

“如果机场迁移至人造岛或沿海地区后,不但有更多的空间兴建更大规模的国际机场,一劳永逸解决饱和的问题,还可兴建廉航终站(LCCT)、围篱货运中心,而机场的900英亩旧址还可发展成工业扩充地,一举多得。

槟城乡规划和房委会行政议员·黄汉伟:辟路拉近城乡距离

掌管槟州城市乡村规划和房屋委员会的行政议员黄汉伟,促请中央政府在“大槟城转型计划”下,除了集中发展大型基础及设施工程之外,不要忽略最重要的一环,就是开发新路线及道路。

他说,只有将路线开发到更偏远的地区,拉近与各大主要城市的距离, 才能吸引发展商将发展列车开入偏僻的地区,带动房地产的发展。

“一旦交通获得疏通,当地的房地产肯定会活起来。”

他说,槟州政府及地方政府在第九及第十计划下,都积极争取上书向中央政府争取拨款 发展道的基本设施,以衔接各城市的据点。

保护古迹推动经济

此外,他说,自乔治市于2008年7月7日联合马六甲申遗成功后,槟州政府重视古迹与文化保留工作,以推动经济效益。

他说,要推动经济效益不只是注重大型基建,法国当初推行刺激经济配套时,拯救博物院以推动经济效益。

他说,槟州首席部长林冠英之前指出,槟城去年成功吸引122亿令吉外来直接投资,已证明槟州政府有能力吸引外资,尤其是在电子电器、批发零售、旅游和医院保健等领域。

After visit several new condo launches and property, i am very happy to have invested in ZP. Unlike project Elite, Arena, D-Piaza, ZP is more 'residential', cheaper electric & water bills, lower maintenance fees. Couple with SP Setia project nearby (heard has a man-made lake), it is going to be a nice neighborhood in several years time.

Checked with the sales office and they confirmed that the OC is coming soon, no such issue happened at Zan Pavillon.

Yes, 1st to 3rd floors are parking area and 4th floor is the facilities area.

Based on the descriptions, this should not be at Zan Pavillon then.

Just visited the site this morning.

Noticed that there are different designs of the multi-storey car park in this condo.

You can see (depending which side of the condo),

1. Ground to 3rd floor are car park, 4th floor is open area.

2. Ground to 4th floor are car park, 5th floor is open area.

You will get the keys when VP is obtained. But you can only start reno or move in when OC is obtained.

How come I have yet to received such letter from the developer? All I have is the lawyer is asking my bank to release the final progressive payment to the developer and last 5% to them. Anyway, does anyone know how and when the developer will distribute the said car parks to the buyers?

Hey guys, I just got my keys yesterday and went for inspection, surprisingly the ceiling height is more than 11ft and the swimming pool is bigger than expected.... I'm happy with their workmanship as inspected on the spot. I was actually planning to move in before CNY if OC is end of this year, but now I can start to shop for furnitures...anyone here planning for their own stay too?

Yes, 11 ft of ceiling height is very high and should be very comfortable when stay :)

Collected my keys today and was told that no gangster but got "privileged contractor" there. From whom you can only get your sands, stone, cement if you would like to renovate. Outside contractor is allowed but no outside sands. What a "good" arrangement by the management.

Ok, I measured with my cheap measuring meter on last weekend and the unit is about 42' x 48'. So, it's about 2k sq ft, if minus the air well, i think it's about the size as in S&P. For those have a good measuring meter, may help to measure it again.

The ceiling height is 11 ft for bedrooms, kitchen, etc and 10 ft for living because there's a plaster ceiling in there.

Really surprised by the ceiling height and workmanship! Also impressed by the cozy design of the common area and poolside. Although there are areas of improvements, in general it's pretty impressive.
The only 'not so nice' part is lack of visitor car parks - only 5 next to guard house. I hope the empty space/fringe of the ground floor can be converted into car parks to make ZP a more visitor-friendly place.

I inspected the unit and noted down some minor defects but not able to hand over the defect form to the management office (13th floor) because it opens during Mon, Tue, Thu, Fri (9-5pm, except 12-1pm lunch) only :(

Overall very satisfied with the unit. The plus points are:
- high ceiling
- very good bathroom fixtures (glass shower partition, nice vanity top, very good water faucets)
- very good window glass and frame
- utility room with full glass door and frame
- nice and big electric switches
- very nice doors and lock sets

My unit is facing south-west so I am wondering if anyone of you know is there any development plan for the vacant space next to Zan Pavilion (next to Abadi apt)? If you stand on your balcony (for SW facing units) and view downwards you will see this piece of land. Appreciate any info for that.

While Sierra Residences nearby was sold in 1 day like a hot cake, people queued 72 hours to get the queue number 1. I believe this will help to appreciate the price of Zan Pavillion furhter. For Zan Pavillon, with no shoplot at the ground floor (better privacy), much lower density, much cheaper in maintenance fee (per sf), much better in layout design & nearer to main road, has all the advantages to perform better in subsales.

So, basing on the same formula, the lowest floor in Zan Pavillon should be priced at 2,000 x RM340 = RM680K.

Do not sell below RM 680K.

Pen, people tried here to bypass agents. mudah.com full of agents harassing. I considered ZP for a few months, now I will look somewhere. Offer is low? Actually, you may have thought too highly. I see a lot of people compare to fully occupied condos like Regency Heights (RH) to say ZP is cheap. But, RH is
1) full occupancy, guaranteed neighbourhood
2) good security
3) good quality and maintenance

Considering ZP:
1) less than what, 20% occupancy? So what is fast OC when no one is staying??
2) Got a big warehouse below
3) the landed ZP is now conquered by foreign labours!!

Furthermore, the price comparison is incorrect. Second hand RH units got furnished, renovated. Empty units would fetch much lower than the qouted price by some folks here. Considering RH comparison, it is like ZP selling type B for $750K IF it is now full occupancy, the unit is fully furnished and renovated and have good security. That will be like at least 2 or 3 years later considering it is full of investor speculation with this property.

This is a sign of desperation of the investors.

what ngtitao saying is true. I come by this project everyday and I could see less than 10% occupancy and yet many foreign workers are seen and wander off. Just afraid it will have the same issue like Juru Height is facing currently.

It is not always the matter to say which project is more worth in terms of 'psf', environment is also one of the important considerations for staying. If u always see foreigners wandering around your living place, would u feel secure? Well, RH u will not have that feeling and instead, it is comfortable and good security system being observed during paying a visit to my friend.
