I feel disappointed to Juru Height double storey terrace house.
240K+ house with cheap materials.

I have compliant the defect of the house to Juru Height but they take 4 month until now still not complete repair.

I really regret to buy juru height house. will advice other not to buy.

More and more people moving in to Juru Height especially people from Penang. Other than the Auto City Traffic, the rest is okay compare to Penang. The bridge just took merely 15mins to reach Bayan Lepas factory area in the morning. I got a few friends stay there and is quite coldzy in the morning and good quiet environment. The chicken farm already been sold off and soon to be moved out. Heard the Juru excess will be openning up to the second PG Bridge. All the concrete base done for second bridge. The price I see is the cheapest among all the area which is below 300k (new). Can get any cheaper then..No doubts the road access is quite broken and I can see is re-tarred now. The Juru Height is beauty the area by planting more tree..good job then. I see all the house now, they have completed all the fixing. Can't blame them and that why is given 18 months warranty..

It is only 8 minutes across the bridge and the price is 3 times cheaper than Penang, I think it is wise to invest or stay at Juru Heights. With the same size of bungalow, it will cost RM1.8m in Penang but here less than RM600k.

Anyway, the price will go up soon.Juru Height is a quiet place to stay...return to nature.

some of 2 storey terrace now converted to foreigner hostel. very pity for some nice renovation unit owner neigbouring this 'hostel' unit. i dont thing that owner feel happy standing as same level with this foreigner..every morning and late evening buses will enter this taman to collect and drop the foreigner worker.hope no body or pet or some car parked at the road be hit by this bus..at the weekend can see many foregner 'lepak' at this taman entrance and shop unit. What i heard some people mark this taman as second 'depo imigresen'. maybe developer can do somthing to settle this situation...overall what can i say about Juru Heights is "nice name than face".

yea...For bungalow house maybe thief and foreigner issue not too much. This issue happen in double storey terrace house. Double storey owner should discuss maybe to create guarded or gated community. At least access gated will solve or reduce this problem..But i think it not easy to get involvement from all owner because when something issue happen, Chinese will talking in Chinese forum, Malay in Malay forum, Indian in Indian forum....

from all comment and after survey at existing location, can find this :
- shitty smell(near chickhen farm).
- flies (near chickhen farm).
- main road (Jalan Kebun Baru) too narrow.
- too deep. last taman at end road.
- only single entrance (Jalan Kebun Baru)in out from this taman and no alternative road.
- proposed road to 2nd link bridge/batu kawan. Dont know when? only proposed.
- Foreign workers,they are now majority. Live in shoplot, 2 storey terrace and low cost flat. cannot do anything because industrial area (happy holiday with them)
- traffic jam and lorry, cannot do anything because industrial area.
- cheap? based from location the price are reasonable
- invest? good for future if main road connected to batu kawan or bukit minyak.
- Good for renting to industry workers
local and foreign.
- material still can say ok.high ceilling, 2'x2' tiles, big balcony.
- security and fees ok (sorry bungalow only)
- personal star rated 3/10.

most juru heights feel this is quiet area but now be crowded area by foreigners. i never see before the new taman, new housing and some unit still available but very quickly foreigners dominate and be majority at this area..

Lolly, 3 storey terrace/showunit RM348k so cheap..First opening Juru Heigths is a good place and calm area but after 6 month until now Juru Heigths turn to foreigners hostel and area to hanging around same like Taman Pelangi. Many 2 storey terrace owners want to sell their unit starting at RM250k(non renovation). For interested buyer, can visit Juru Heigths area for more information...

Location at center of chicken farm add light industrial infront show this not good location. JH faced flies season and foreigns people. Foreigns workers from various industrial nearby live at shoplot and double storey terrace make ungood living and seen JH area not as housing area but foreign workers hostel. Around above hundred or maybe thousand foreigners people live here. Never seen high end housing area overloaded with various foreign people.

Others, too deep location with only 1 narrow road in and out share with lorry from industrial nearby. No public transports and no facilities

maybe wrong at layout plan design without attention surrounding area, traffic impact studies, buffer zone and harmony living requirement.

If out there have bad area/taman more than this area please post here. At this time JH seen top 1 worst area in Seberang Perai with kind of problem.

If only the abovementioned human created problems could be resolved, JH is no doubt an ideal place to stay plus the open up of second link bridge come 2013, the frontage trunk road expanded to link up with the nearby Science Park.....

Should i place my confidence with the CAT government and their competency to solve all those nuisance which had caused the residents in this 'notable area' great disgust!

Also research about developer, they past project and quality planning coz great developer like Mah Sing, SP Setia and Hunza only plan and built for quality neighbourhood. surely unreasonable bought around RM250k for dst and bungalow RM500K but quality living such an area like Lunas or Naga Lilit area.

Agreed that enough research of the past performance and track record of the Developer has to be done before any one simply jumped in to buy a property based on the luring of sweet talks and artist impression painted in the marketing propaganda of the Developer!

Responsible Developer will tend to take care of the reputation of their project and to ensure all their satisfied customers to spread good comments about the properties they purchased, and likewise, the good image of the Company!

PENAS was a good example of failure judging from the lousy quality they provided and the curses of their dissatisfied buyers till date they are unable to make a come back to redeem their good name in the local market!

cant totally blame developer. there has 3 main issue:
1. chicken farm - this existing chicken farm located before Juru Heights. Before Juru Heights project approve by council, existing chicken nearby also protest this development. Now Juru Heights people disobey this farm. Anyway this farm not the main factor for Juru Heights because they know and believe this farm will soon remove for development. Of couse developer not mention about this farm in consultation with buyers.

2. Foreign workers - main problem here. This issue happen after all units sold. this is not under developer stage but under owners and community responsibility. From record, most foreign workers stay at double storey terrace. Majority are girls from Sony Industrial Prai. They took and convert 37 double storey terrace with 20 person in 1 unit to hostel. Simple calculation 37 x 20 = 740 foreign workers stay at double storey terrace (not include shoplot and low cost flat). At Sunday or public holiday, this foreign workers will dominate this area. Outrageous when they change new housing area landscspe with 'high end' bungalow to 'foreign hostel 'and foreign village.Maybe this is the first in Penang new born area but fully with foreigners. Juru Heights community should firm and steady to counter this issue. If they not together and dont care each others or maybe they pleasant this foreigns 'girl' stay here, they will face this issue for long term.

3. Proposed link - completed issue. Now main road Jalan Perusahaan ended at Juru Heights. This may caused Juru Heights feel too deep
area and make uneconomic. Heard there has proposed road connect to Batu Kawan or Penang Science Park. Road connected can encourage shop business economy and local people come in like Seberang Jaya and Bayu Mutiara even this area also has foreigners. Most people believe if this road connect to somewhere, chicken farm and foreigners issue can be settle. Need attention from State or Federal to solve this thing immediately.

they come here for "cari makan". they are also humans like us. just a different culture. local people want quiet and peaceful atmosphere but foreign people everyday want karaoke. local people want rest at balcony but foreign people hang together and sometime dance on the balcony with loud music. local people want low density housing area but foreign people want crowded area such as hostel. Finally on sunday hundreds of foreign people walks and hanging around but local people hiding in behind the curtain. Shoplot full of them, playground full of them, on housing road also full of them. When you wash your car outside they will see you as you wash in undress. The best thing some outside people will come in and pick up some foreign girl. heard some JH people also quietly take them.

Those many foreign workers could be Vietnamese and one thing which puzzles me so much is that, they are allowed to operate coffee shops and grocery stores the Vietnamese way (without license and signboard) as if they are doing business in their own province!

I had been working as an expat manager in Hanoi and saw them operating these food outlets in such a primitive way typical to the Vietnamese style with low table and stools like those we can find in the kindergarten!

It may look interesting but very soon it causes as an eyesore revealing its messiness and unhygienic environment!

The Bangladeshi Muslims they openly slaughtered cows on the street of JH is most unacceptable which only demonstrated the backwardness of a third world mentality and culture! Such performance should be done in an approved slaughter house but ridiculously allowed by MPSP or the religious department for them to take place in the public scenario which i considered as brutal and disgusting especially when the smell of the poor animal's blood smeared the nearby area!

We should prove ourselves to be a more advanced State rather than to allow JH doom to be another undeveloped Province of Vietnam or Bangladesh!

Is the State Government and/or the Authority concerned still sleeping or simply talk cock to claim they are the best C.A.T?!......

they can live here but there must be limit. Employer such as Sony Industrial seems to be putting all their foreign workers here. When they put all the foreign workers here there is no more atmosphere of residential area but were convert to hostel area. dont put all here. Put some more in other places. JH approved for residential not approved for hostel.

Previously suggested to local goverment only allowing 10% of the total units for foreign workers' hostels but no feedback. We are not against them here but need local goverment help to control this.

Our Country is one of the most "friendly" State to the alien workers by allowing them to move freely, find jobs freely even without work permit, mingle freely with the local community and even court freely with the most religious Muslim ladies like what many Bangladeshi Muslims are doing!

We are not here to mind others's business and become the busybodies! We are here to talk about our beloved Nation being loved by the foreign manual workers as the paradise of digging gold and even commit crimes of robbing, house breaking in and all sorts of vice activities! Haven't we seen enough news that the most notorious armed robbery were many being the job of the Indons who have stayed here for long?!

In Dubai, any foreign workers are only allowed to stay in the "workers' camp" and never they will enjoy such freedom of mixing around with the local community! They are being treated as "Aliens" always! Any criminals found amongst the aliens will be dealt with seriously and therefore, safety and security issues for their citizens are not as messy as what we have been facing here, beyond the control of our police force as seemed to be the case!

To our dismay, the State government has also been seen as incompetent and only good in pushing the blame to the Ministry and washing hands when public complaints were being given answers like - they are unable to act on these nuisances and simply allow the "human pollution" to take place!

The private developer no doubt has successfully completed his duty to help develop a notable area called Juru Height and almost all properties in the 'gated community' have been fully sold out!

Left behind is the duty of the State authority to help enhance the infra structure, road and drainage and widening the ever narrow like hill track 'trunk road' which has been the main carriage way for the heavy trucks to transport goods to the many 'light industries' located therein!

It has been almost 4 years after 308 and what much has the new government done to improve Juru vis-a-vis the spearheaded private development in terms of the said infra-structures development?!

Nothing much and it's the same old backward scenario as i have been witnessing!

Hope not a meow-meow cat which i had voted for!

I agree with u Frankie. I am from dst Juru Heights, the most many foreigners. All units have been sold out. Now some unit owners have been renting their houses to the Sony Industrial Prai to make workers' hostels.

Juru Heights dst community has several times discussed with MPSP on this issue but all to no avail on reason that there is no congestion of the public here.

I disagree with the decision of the MPSP and expect dst JH community act more boldly. Unfortunately there is a voice that asks us to accept the decision on the ground coz do not want to see as opposed to the current government.

Please this is not a political issue but this is the issue of local interest. If we insist and will be considered against the state government, this area will become more severe in the future. Perhaps some of them are supporters of the current government but please prefer the public interest first!

MPSP decided last month the number of occupants in a house is not more than 12 people. So there is no congestion in this "hostel". The problem is the attitude of foreigners. Even the house occupeid by 7 people,noise and nuisance problems still happen. MPSP should see a substantial change in the whole dst area from "housing" to "hostel".

who gave permission to change the housing area to the hostel area??? Are MPSP or state give this permission??? Which officer monitor this area??JH community should move more than now.

Cheap politicians are that they are trying to send their 'bouncers' into any organisation or NGOs with sole intention of controlling and monitoring the ignorant rakyat to support them unconditionally! Whereas we should be different, cuz we are from the notable JHGC, and we should be daring and bold enough to take the cheap pollies or their warlords by the horns and boot them out from our community or at least from our organisation RA or what not!

Speak without fear or favour should be our style!

Hi i also from DST JH. Most units here have been converted into hostels that majority of foreigners who live here are women. My next door neighbour also are foreign workers. Sorry to say, foreigners who live here are from people who are not professional. Noisy, dirty, hang clothes as they like is their attitude. Sometimes a group of foreign men will gather in front of my house to lure foreigners next to my house. They look comfortable and happiness stay here as they village.

The question is who gets benefit or better quality living here??local people who wasted money RM245k-RM350k to buy this house in this area or foreigners who are placed here? Local residents struggling to pay assessment tax, land tax, monthly payments and etc to get dream home but foreigners who do not have to think of any payment get all requirement. Why do easily employers can collect most of the houses here without a permit to be hostels for they workers...Hell for us, heaven for them.

Kevinna : Yes i also heard that dst community do not want to press more MPSP/State and do not want to ask other parties especially co-ordinator from BN try solve the problem coz fear seen like against current goverment. That what i heard. But in reality this community is weak coz not have full support from dst people. For example, homeowners who rent their house to foreign workers sure not support dst JH community objected foreign hostel here. Some existing owner also do not give full support or dont care with JH situations.

namemee : why our property difficult to increase prices coz this area not only have bungalows, 2 & 3 storey terrace house but also have foreign worker hostels even in Juru Heights approval plan at proposal stage and JH brochure not show this hostel.

rukustar : i not sure if JH is the 'worst housing area in mainland'. But based on current conditions at the site and so many negative comments here compare with another area, it hard to deny that statement. It all depends on their democratic opinion.

leomin : what happened to the proposed gated community. Existing pole gate broken already and concrete wall now are used as seats by foreign workers. MPSP has said foreign workers who live here do not cause nuisance.Our ADUN also cant do anything. Many times community meeting previously but the number of houses to hostels still increase and gated community proposal had not been successful yet.

Leomin, that what people are saying. Bungalow residents fortunate because there are no foreigners inside and no units converted to hostel workers like dst units. Maybe JH is designed to be one of the exclusive or high end area but not coz looks like similar as Taman Pelangi area. Slaughtered cow at JH main entrance, prostitution activities at dst 'hostel', operate business as they are doing business in their own province, hanging out at the JH main entrance, nuisance, pee eveywhere as they like. All this give JH bad name as Juru 'foreigners' Heights and more to the 'lower class' area against the proposed for high class area. All parties include developer, local authority and residents should unite to return JH star for great living!

There are two major root causes: 1:) Brainless house owner think only investment, so when they can't get the house sale, they rent to whoever can pay them monthly on time, but they forget about consequences on their investment, the rental collected will never cover their lost and bank interest -> stupid invester at the end only pay to bank and get nut. Example: Opposite my house rented to foreigner, but still want to sell high for RM380K, he will cry when the price come to RM200 and still nobody want to ask.
2) Local MPSP is hopeless and totally sided(buy off by) to those companies agent, all legal action taken by local committe get blocked by MPSP, even YB CKW also sided to SONY and the rest of company. CAT my ass!!!

YB CKW sided to Sony because they are one of the most important investors here. State government need money so they must take care Sony first. State only need us when by election. Some DST committee members are supporter this state government so they silent when State not sided to us and not accept any help from opposition party.

I told them before we ask the state government first and if confirm they cannot help us we can try opposite party to help. I also give them contact no. Dr. Lim Bhoon Chan from BN if they need opposite help but DST committee not accept coz they support this current government...haiyaa we now try to solve the problem not to play politic. We do not care who u support either Dap, Pas, Gerakan, Umno, Mca, Pkr or etc. Our main focus invite opposite party is to try solve problem coz current goverment not side to us. We not inviting them to give 'ceramah' politic or talks current politic issues.

A few months ago after talking to some people, I had written a letter to YB CHOW KON YEOW and YDP MPSP about foreign workers' hostels here. Yes we know sony are investors here and we know there is no guidelines prohibit the owner to rent to foreigners. MPSP also conducted an investigation into the number of occupants in a house and found no congestion in a house that is occupied not more than 12 people.

However I commented that although the number of occupants in a house is not crowded, but totally the Sony as a company has acted in place of foreign workers here, and have changed the building use to hostel. Sony also changed housing environment to hostel environment that contrary to the approval of planning permission granted as housing area. In this case I have suggested to MPSP and YB that Sony need to submit an planning permission for change of building use to hostel under Town and Country Planning Act 1976. Advantage in this Town and Country Planning Act 1976 also is any house owners adjacent to this hostel has the right to submit any objections under Section 21(6). If this hostel activity get approval from MPSP, all social activities and the number of hostel units in residential areas can be controlled. If not,they are easy to convert all the houses to ​​workers' hostels and will cause more nuisance. We not totally against this hostel but need control from MPSP and this opinion to get 'win-win situation' between Sony and JH people...sadly no responses from YB CHOW KON YEOW and YDP MPSP. This means that state goverment totally sided to Sony and no sided to interests of the JH people.

About DST Committee, i already lost confidence with them since they decided to not continue to press state government and prohibit to ask for help from other parties. I also dont like the residents' associations established to support any political party and not to protect the interests of the people.

Please allow me to add on AK47's listed problem:
1) irresposible house owner rent to foreginer
2) local authority
- does not take legal action on over-crowded issue.
- there is currently no act/law on regulating "hostel"
3) weak residential association
- contribution based on voluntary/charity
- small group of committed committee
- lack of support from all residents(especially those who is not staying)
- no authority like gated community have as they have strata title legitimation

I'm not talking on behalf of committee, but there are some minor achievement by JH committee formed since Jan11:
1) slow/stop increment of foreginer hostel
- warns then complaints to MPSP
2) fight criminals by forming sukarela ronda team at night(3-4 time a week)
3) work with PDRM and Immigresen to ensure peacuful and harmony of JH
4) conducted Gotong-royong on July 2011
5) work with MPSP to ensure cleanliness and smell at nearby farms
- spot check and issue summons
6) getting financial aids(from MPSP and YB Ong)
7) install more road lamps
*Note that the committee is not on side of any political party.

In fact the team may achieve more if there are more committed members in.

In the democratic system anyone can ask any party for help. Maybe after CNY will have a small group who will try to ask for help from the opposite party. Whether successful or not at least we tried coz we understand the register committee need to reconcile with the current government and also not good if they seek help from opposite party. The important thing is we are seeking help from federal and state on the basis of each group.
I'm sure most of us only want a solution no matter which side it comes from because many dst residents decided to leave and after that I'm sure they will also rent out their homes to foreign workers to get instant money.If this happens, we will face hostel problem in long periods time.

Hi Juruian, leomin, Ak47 amd others JH concerned residents:- Though i am new comer in JHGC, i do share the same grievances together with you all and having the same opinion that we as tax paying residents, we deserve the good performance of duty of the authority and also the MPSP councillors and also the so-called YB since they have been elected and paid with our taxes as their remunerations! YB Chow claims to be a superb CAT government but the fact is, he's also bias to the residents and sided the MNC fearing the lost of financial supports if he fails to become their speaker! In that case, why should we keep silent about our own predicament which supposedly our rights to voice out to other Oppositional parties they may just be a good helper in order to gain our votes come this GE soon!....Why should we rely on the RA or whatnot if they have a biased agenda towards licking the boots of their political masters instead of we to unite and flare out our problems and grievances to the main media for the public awareness and to see the real colors of those cheap politicians who only crazy for powers and hob-nob with the filthy rich MNCs! Before the coming GE, it's best timing we plan for a big publicity to 'help these hypocritical pollies propagate their "the people come first" policy!!!!!

Since MPSP fails to address the many issues and problems arise in JH, he has also failed to deliver his duty to the public they are also the supporting voters of the CAT government!...Since also the MPPP or MPSP are so stern with the nursery and kindergartens operators and wanting them to register and apply for change of use of residential premises to become nurseries or kindergartens, why exemption is given to MNCs or agents that they needed apply for change of use residential premises to convert into 'hostels' or 'workers-camps' for their foreign workers?!...If this is not double standard, what is?! If KTK afraid of umno had been accused as 'bo hood'! How about YB chow afraid of offending MNCs to be called...????!!

There only one question whether JH is a good or bad planning???

JH was designed as a scheme with a variety of housing types offered.The developer has taken first step to explore the agricultural / farm to housing. The state government has approved change of landuse to housing and then MPSP had approved plans for a housing scheme. Development pattern of the area is divided into two development of the housing and light industry is separated by a narrow cul-de-sac road (Jalan Perusahaan).There are some housing scheme and light industry erected near JH.

At this moment JH is seen as one bad planning because there is still a farm nearby, the road is too narrow to share with the light industry, cul-de-sac road cause JH isolated and too deep and not relevant for public transport. JH situation get worse when a dozens of shoplot,dst house and low cost flat have changed to foreign workers hostel. These changes cause JH to be crowded with foreigners. On public holidays can see this foreigner wandering in every corner of JH (except in gated communities) like you're in they village and no longer comfortable to local residents. JH is an example of a shared area between the housing and hostels foreign workers that cause a lot of nuisance. JH failed in planning to provide quality of life for residents at this time.

With some conditions, there is still good planning for JH. If the road connected to Batu Kawan, JH location will be midway between the first and second bridge and will change to hotspot area.This will give space to the public transport and economic development.MPSP must take action to not allow any foreigner hostel activities to maintain the housing plan or otherwise authorized to obtain permits for monitoring

The question is when and whether the hostel activity will continue forever??? Do we have to wait until the second bridge is completed or 6 years or 10 years or the state government changed .. no definite answer at this time

I bought property at JHGC cuz being influenced by the massive publicity launched by the developer!.... virtually i signed the booking list just minutes after i was shown the sample house and the locus of the house unit which i viewed as good fengsui!

I bought a bungalow unit based on impulsed and was caught unattended of the many nuisance such as the narrow 'trunk road' and the chicken farms just within a stone throw far distance!

The sales person promised me hell and heaven which ultimately turned out zero and even the remote control i deserve after paying the maintenance fees had been reduced to what'd been promised 4 units per household!

I was told that the road fronting the Taman will be upgraded once after the completion of the 2nd link bridge!

According to the RA of JHGC, the foul smell and obnoxious houseflies will also be gone after the new development of housing takes place on the farm land already sold to some housing developer!

Should all these infos were given true, soon enough after the completion of d new bridge, the living environment of JH is definitely to be greatly enhanced to a more notable area and to see the appreciation in value.

The scheme was planned to attract buyers from the Island and the shortfall is on the service of the developer- Tambun Indah used to be quite a reliable name many years ago when i bought their Sri York Condo, but they failed to maintain it by offering sub-standard after sales service and as a concerned developer which has shouldered up the necessary social responsibility and to take good care of the Taman that they have developed!

They did not do enough to prove that!

For the issue of foreign workers and their 'hostels', we will have to lodge our complaints to KDN for the prevention of illegal or vice activities should MPSP or the State government fail to carry out their duty and continue to side the cash rich MNCs!

Only imbecile will believe that wanting MNCs to obey local laws and respect local people and their living environment will scare away investors! The investors are those shrew and crude species they had done enough research and having bargained for the best of their benefits before they simply stashed their huge investments here! There is no charity from the Japs own corporate in particular but only capitalist's greed and exploitation of our local advantages!

Why sell Penang so cheap when many others are virtually toeing the line to exploit the green pastures in our Pearl of the Orient! Do you think that Sony can afford to lose their hard earned status in our Penang land and move to Thailand to be drowned in the torrential floods?!

about road - first i heard this road will connect to Batu Kawan by proposed bridge but the proposal was cancel because the state government changed. Then propose road change to Penang Science Park but still need budget from Federal. Look at the political and economic uncertainties, I feel the proposed road connection is difficult to realize at this moment. It may take more than five years to implement.

It all depends on how credible is the Housing Developer we had given them enough business! Good developer will tell the truth and will stay together with their valued clients to help resolve issues and nuisance! Bad developer only stupidly washed hands thinking that they have made their business and profits already in the pockets, the purchasers get go to hell and handle their own funeral, then Tambun Indah will be the last name i will remember as one of the irresponsible and unscrupulous business firm which i definitely will spread around friends to watch out with their other projects somewhere else!

The local authority is actually to be blamed should they fail to address the issues of houseflies already caused as a social nuisance at least for the whole area of Juru as i have heard from feedback from the shops and peoples on the streets are cursing!

CAT has yet to do their duty efficiently and enough to deserve a pass in their CAT governance!

A responsible State government will set aside all differences and pin only one major objective in minds and that's none other than the well beings of the State and the Penangites at large! As it's, they are still keen in throwing brickbats and also engaged in personal attacks and 'saliva war' instead of sitting down and thresh out plans on how to develop the State's infra structures, roads and drainages etc for the benefits of the Penangites!

PR attacks BN and vice versa which already has become a very tedious and annoying political charades which Penangites like many of us have become tied of them!

If the State administration fails to negotiate any development for the State, then they got to be blamed for their incompetency and lousiness in performing as we have expectation on them! The trunk road leading from Jalan Perusahaan to Science Park needs to be upgraded to a wider dual carriage road that's of dire need to accommodate the increasing heavy traffic later on upon completion of 2nd bridge!

Does the State Government need our counselling on such issue?!

to be fair..I think this problem is more to the owner.Building owners should be blamed for making a deal with Sony to make the hostel workers. MPSP also be blamed because there are no guidelines and monitoring activities of the hostel in a residential area.

For chicken farm, I think majority JH people know about the existing of this farm before purchases. We have to wait for any developer to develop the land around depends on economic conditions.

About the allocation for propose road connection,the situation is complicated because the current political position is different. State from PR but Federal from BN. They cannot help each other. This may be easier if federal and state come from the same party whether BN or PR.

In fact, other than JH, it seems many other part of Juru, Bkt Tengah area have also seen many terrace houses turned into 'motels' for the Bangladeshi, Burmese and Vietnamese alien workers! If without the blessing of the 'authorities' and the local Council's closing two eyes, the influx of foreign workers into this yet to be developed Juru township would not be so rampant!

Juru is proud to have Auto City established and also must be ashamed of having it to be turned the alien's paradise and foreign workers' camp!

The State Government owes us Juruians a good apology of being incompetent to curb such nuisance!

For me this is wrong planning permission. How a large housing scheme and described as an exclusive area but transformed into a foreign hostel/village and isolated from all the amenities needed for residential area. Unfortunately, when people of Juru Heights only enjoy the atmosphere of residence within 5 months, after that everything changed when Sony took most of the 2-storey terraced house to serve as hostels. Why this residential area allowed into foreign workers hostels. This area proposed for housing area, planning permission also approve for housing area, OC also give for housing area, so why allow hostel usage. If Juru Height people know this area will turn to hostels area, i think no one will buy. Are we has been cheat to buy hostel area.

I hope Real Estate And Housing Developers' Association (Rehda), Pertubuhan Arkitek Malaysia (PAM) and Malaysian Institute of Planners look at this problem and help to find the solution because Juru Heights not luxury and comfortable as recommended but become as low class and worst planning development in Penang. This is area they should looking for to avoid the public perception that this is the wrong planning and development

This probably another 'Penang first' example!...Not only posh residential area turned into hostels for the foreign workers, the mostly apartments area in the Island have also been treated as "workers' camps"! Greedy investors bought up the units not for own stay but for rent to the agents of foreign workers because they can rent out their units with higher rental than usual! Due to their greed, they could not care less about other residents plights!

The State government simply hands up with this nuisance and claimed to be a federal law and ministry can only set law to curb such social nuisance!

Even Rapid Penang has been concurred by the aliens! Almost 70% passengers are foreign workers and less locals are using the "public transport system" that our "most concerned" governments used our monies to set up! Yet again our State government seems like see no thing, hear no thing and do no thing to alleviate the problem!

Very soon, Penang Pearl of the Orient is going to change to Pearl of the Aliens!

But they are only dealing with one issue..For example Bukit Minyak area, maybe they also face the problem of converted house to foreign workers hostel but they not face the chicken and pig farms. There also have good road system and public facilities. Some housing area at Machang Bubok, maybe they face chicken farm problem like us but they not face foreign workers hostel issue. Compared with JH who face all the issues...

This project especially bungalow looks nice at affordable price with 'Juru Heights' name show a unique and luxurious symbol. I would like to visit but I dont know the exact location.

In Kl we have Damansara Height. In Penang Island we have Minden Height and Jesselton Height blah blah which carries with it the sort of 'class' which consists of all posh and luxurious landed property therein!

Juru Height no double is another supposed to be class and notable area meant for Bungalow and the high end properties which is more popularly known as Juru Height Gated Community! Juru Height consists of not only this JHGC but also the many terrace houses and apartments just outside the perimeter security fencing of JHGC! And that is the neighbours which unfortunately being infested by many foreign workers like the most unwelcome cockroaches!

Whereas JHGC is still enjoying its privacy and 'class' that so far no foreign worker is allowed to stay as resident therein except been given pass in the day time to perform as renovation workers.

The only nuisance is the few remaining poultry farms within close vicinity of the whole JH area and purportedly informed by the Developer that they are going to be moved out cuz their farm lands had been sold to some housing developer to build more houses! Unless the Developer Tambun Indah was bullshitting, we would be unlucky enough to have been fooled by their very impressive advertisement and sales talk!

Without the nuisance of environmental hazard caused by the irresponsible poultry farmers, JHGC indeed can be considered as one of the most exclusively and conducive 'Height" meant for premium landed properties and Bungalow lots in the main land Penang!

(Note : To access to JH, follow the direction to Auto City, when reach the traffic light, on the left is McDonald and turn left and go straight for about 4 km till almost the end on the right u can see the Juru Height gated community security arch entrance welcoming our guests!)

Mahidin : If you want visit JH, I advise you to come on Monday to Friday 8.00 am to 6.00 pm. I do not encourage you to come after 6:00 pm and on holidays becoz there are two uses of JH - housing and foreign workers hostel. After 6.00pm and holiday JH turn to hostels.Im afraid if you come at the wrong time you will confused. If you want to know why there are two uses of JH, u can ask the developer and MPSP as local authorities approving the JH development plan.

For JH DST, I take the example of an initiative by Majlis Perbandaran Subang Jaya (MPSJ). Last year, MPSJ has established guideline to change of use residential buildings to the hostel students. These guidelines have been established as there were objections from residents in the MPSJ area about ​​student hostels activity that are uncontrolled. MPSJ take this step to avoid being blamed by residents and responsibility as local authorities. MPSJ has imposed strict conditions that any each building use as hostel are required to submit applications for planning permission under town and country planning act 1976. That means any use of hostel activities require approval from MPSJ and MPSJ will be responsible for controlling the activities of the hostel according to the regulations. At least people have the right channel if any nuisance happen.

MPSP also should create guideline for this hostel activities at least for the areas close to industries like Juru, Bukit Minyak and Prai. Is the MPSJ service better than MPSP? Im confident that MPSP can perform well in this guideline if they want because our YDP have knowledge of the town and country planning act because she is a former town planning director of MPPP before appoint as MPSP YDP. If all this hostel need permission from MPSP and DST area are allowed to make a guarded community, I believe the foreigners impact in JH can be minimized. But at this time I believe these guidelines will not be created if some goverment servants still have the atitude
"if the guidelines are implemented will increase our work to process applications submitted"..Penang should be better for people..

I agree that MPSP should be more competent and authoritative to make rules for the alien's abidance!

CAT claimed to be superb than BN the defunct state administration but i was very much disappointed by the behaviour and performance of the overseeing EXCO YB Chow who just shrug off and snuff at the 'petty issues' derived from JH that the RA had raised for his attention and resolution!

What difference do they have with the 'useless and corrupted BN' as they claimed to be true?! They used to tease at the former local government EXCO Dr Teng of being incompetent and should have stepped down, how about now when the same department chief EXCO failed to address the problems and alleviate the plights of the tax payers for the terrace houses that had been turned into the 'hostels' or the 'underground brothels'?!

I find it useless to simply complain alot in this domain and will seek yours opinion if we should stand up for the problems and organise an open protest to let more public know about our grievances?! This time, we may have to seek the help of the rival Parties of the governing Party so that they will only bucked up to face the pressure!

Word “HEIGHTS” can be used for all development. Normally “HEIGHTS” used for the development of bungalow or development on hilly land or highrise building. In the past "HEIGHTS" is used for class and exclusive projects at that time like Jesselton Heights. Now “HEIGHTS” is not necessarily word for great projects and many developers just using the word “HEIGHTS” for pleasantness only. Saujana Heights, Mutiara Heights are examples of medium-cost houses and Mengkuang Heights is abandoned project.

Juru Heights is a mixed development project with the priorities of the project is for 249 units of bungalow with additional more than 300 terraces. I believe JH development plans on 80 acres land is for the exclusive development and to give big impact of housing scheme in this area. Unfortunately may be due to errors of planning and some technical problems JH does not become the exclusive and great area but has caused many problems. Problem of foreigners should not happen in any exclusive residential or bungalow area. Most JH two-storey terraced houses taken by SONY and some employers to be used as a hostel foreign workers. This condition has changed JH to the foreign village and shop lots used as one stop center for they to hang out. Maybe JH bungalows have survive from occupied by foreigners because there are gated communities BUT was surrounded by foreigners that look like a ‘camp’ controlled by foreigners. With existing problems that have not been solve yet like poultry farms around, only single narrow road to in and out, no connection road, no public facilities, its hard to say at this time JH is the good place to live and not “HEIGHTS” as we imagine.

The honourable CM had just announced on Saturday during the grand open house celebration at Butterworth that his government would allocate 500-millions to build affordable houses/apartments at Batu Kawan! This concur to the launching of second link bridge to provide easy access to the Island from PW/SPS.

As a good government with foresight, the CM ought to look into the inland infra-structures development altogether and the local carriage way linking Juru via Science Park to the 2nd bridge should be seriously taking into consideration to upgrade as an efficient dispersement of traffic from the new and spacious 2nd bridge into Perai Industrial Estate zone 1,2,3,4!

Unless they are blind and still the same old 'sleeping beauty', they need not wait till we take up to street protest to solve the many social nuisance that have been bugging us as the residents of Juru!

I bought up the Bungalow unit in JHGC for only one simple reason of its country side type of environment which surrounded by the natural greens! I had enough of those stressful living style in the condos which virtually are clusters of concrete forests! Poor building maintenance had turned even the luxurious Gold Coast condos into something like a faded monument!

Most of the highrise apartments including condos are facing the property maintenance problems not like in Singapore, the Housing Commission will undertake the tasks of collecting management funds and the maintenance jobs have been carried out with due competence!

This is the first time i enjoyed celebrating my CNY in my new home at JHGC. I shall feel appreciate should MPSP and the Vet Department were to be pro-actively acted on our complaints and issue summons to the nearby poultry/chicken farmers who have neglected their social responsibility to take care of the cleanliness of their farms and the elimination of the most obnoxious houseflies in their reproduction encroached into the close neighborhood, JH and the rest!

MPSP and the vet department had done a pretty good job this CNY to collaborate with USM and the effective chemical control of the annoying flies giving us a chance to enjoy a housefly free CNY!

I hope MPSP and the Vet Department should always care of the health environment of the Juruians at large and resolve the social nuisance issues even without our follow up complaints to win our thumbs up always!

Why i bought this JH double storey terrace? many people ask me this question..before i bought, there are three housing areas (double storey terrace)in my selection list:
1) BM Utama phase 1 - DNPland
2) Taman Seri Murni, Sungai Dua - Paramount Development
3) Juru Heights - Tambunindah

I finally chose JH because
1) natural green area
2) quiet area
3) suburban area
4) together with "high end" JH bungalows. 249 units new bungalow and at least we also get name and luxury from bungalow area.
5) Future development. Middle of first and second bridge if road connected to Batu Kawan

But it is negative because :
1) surrounding JH natural green spread the smell of chicken farms 2) i enjoy quiet environment just 5 month before this area change to foreign workers' hostels. I not expect foreign workers will stay here in in large population
3) JH bungalow name does not arise but lost in the crowd of foreigners. At this moment, JH better known as SONY foreign workers' hostels.
4) Until now no definite proposal on the connection road to Batu Kawan.

If i bought BM Utama-phase 1, sure now i get quite and quality living. Taman Seri Murni, Sungai Dua there are various facilities such as market, school, commercial center and residential neighborhoods. I heard that subsale price for both dst units around RM360K but JH dst still not more than 300K

It seems we all have a common objective of choosing a tranquil, clean and green healthy environment and thus ended up choosing JH thinking that we have made a choice of no mistake!

It all due to the fault of the Developer Tambun Indah to have shrug off their responsibility after they thought have been successful in selling out all the properties in this area! Without knowing, due to their nonchalant attitude of helping their valued customers thru all the unwanted nuisance, they have lost their reputation and bad fame has been circulated in the market so much so the several projects that they launched recently at Butterworth and BM area have also failed to attract me any further, though i am in the mid of looking into buying another condo unit for my children!

As a responsible developer, they would have at least deal with the local authority in order to maintain the good name of their pet project - JH & JHGC!

It's a penny wise pound foolish tendency to evade themselves from any responsibility getting involved in the removal of nuisance, the foreign workers' squatters and the many environmental nuisance, the stinking chicken coops and the most disgusting flies etc.etc. for one simple reason - We as the victims to these nuisance when feel desperate of being treated like a fool, will definitely flare out the negative publicity to condemn the incompetency of the local government as well as the lousy image of the Developer!

I still believe that to solve all the problems in our places of domicile, unity is strength and we shall never run away from the problems instead of pushing forward to put the authority to work out their duties!

Prosperity is earned thru our own efforts and not God sent right?!

I also have the same view with Juruian. I know about the existence of poultry farms here and I believe that farm will not last long here. But I really not think JH will turn into the camp of foreigners. Most JH residents not comfortable with foreigners here. If you ask the foreigners who live at double storey terraces they will say very comfortable, beautiful home as hostel and has a wide balcony for them to hang up. Hostel lifestyle and residential lifestyle very different. I am quite disturbed by foreigners from Sony who live here, especially from Indonesia because they like play music and karaoke that cause nuisance to neighbors. I do not discriminate against them but dont make the residential area such as immigration depot.

Who have email of Sony supervisor to make a complaint??? Please show us. There is no need closed information and discussion.

I think if there is a problem with foreigners staying at next door, can direct complain to MPSP. Perhaps MPSP can take action if there have element of nuisance. Do not expect Sony or others to listen to your complaint. Previously, I had made a complaint to a few parties, but no action. I think the neighborhood concept here is "if your house is on fire, that's not my house". I dont know but foreigners issue at dst still exists here.

If MPSP fails to do their works, we can directly file a complaint to KDN and the Home Ministry! The best way is to collect signatures enough to show that MANY have been affected and it's a public matter! It worked out well for other place in the Island when i did the same action to collect signatures from the residents and collectively complained on the foreign workers issue about their encroachment into our privacy etc. The enforcement team moved in in the middle of the night one day to crack down on illegal immigrants after months of complaints of course! Malaysia Boleh mah!

WE, the undersigned residents of ……………………………….hereby appeal to the relevant authority issues as follows:-

1) The Influx of Foreign Workers, be they legal or illegal, have caused the annoyance and sense of insecurity of the majority House Owners having domicile here as their Homes.
2) The foreigners are without proper identity and where do they come from have beyond the check and scrutiny of the Management Corporation. This has caused as alarming to the lawful owners of the houses they may be forced to stay with some undesired elements without knowing who they are.
3) The alien workers are being placed here by renting the apartment units from some house owners who are not staying here in the apartment, thus it’s difficult to ensure claim of responsibility against any vice or criminal activities underplay by the aliens. Neither is to trace them whenever there is any untoward incidents happened.
4) The increase of aliens’ population, be they legal or illegal, has cause numerous nuisance such as:
• Breaking of house rules
• Creating noise hazards
• Creating health hazards
• Flirting around and undergo vice activities
• Harassment caused to the young lass by the male aliens.
• Alleged house break-in etc.

Course of Actions to be taken by the relevant authority:-

The residents are expecting the authority to carry out – CHECK AND REGULATE their legitimate identities, and RAID as necessary to CURB any illegal immigrates and TO PREVENT criminal or vice activities for the safety and peaceful living of the residents here in the apartments.

Yours full co-operation and attention leading to immediate actions is very much appreciated and supported. Thank you.

i attach the format of letter which i sent with 160 signatures we managed to collect from my Taman previously in the Island and as i said earlier, the enforcement unit of Immigration Office came in the middle of one fine night to raid and took away 30 plus foreign workers (believed to be illegal)!

It needs collective efforts and perseverance to follow up such issues cuz the foreign workers may come back after some time after the 1st raid.......

Ok Frankie..good idea to collect signatures and make a memorandum of JH residents.

I think JHGC and JH DST should work together collect the signatures coz most of the foreigners live at double storey terrace. In your letter you should add one more issue - illegal change of building use to hostel.

If JHGC make your own effort to collect signatures, i hope they also can give space to DST residents to give a signature. Maybe can put counter at guard house, give period time 3 or 4 days and hanging banner to inform this signature protest.

I think road problem and proposal road link to Batu Kawan also can be included in this memorandum.

I suggest this memorandum sent to our PM, CM, Batu Kawan Parliament and coordinator of Batu Kawan Parliament from BN. Then we see who is going to help people.

REMEMBER general election will be held soon. I believe that now all parties are working for people. I heard the state government now busy to complete/finalizing projects for people like markets, hawker centers and community halls before election. All the politicians are busy to pull voters. So this is the best time for us to claim their services. Dont miss out coz if after election no one cares about us.

Juruian is right that no one will care about us immediately after the election is over when the winner will busy throwing victory dinners and the loser, cheesed off by the little support that they receive!

I am also a new comer to this area and found that the RA is also mainly care for their own projects in the guise of welfares for all residents! I will rather advise you enthusiastic fellas to organise the people staying in the same domain and act with what you'd mentioned and it will work out better!

Bear in mind one thing, the political interference is inevitable and as a neighbour close to the terrace houses, i dun mind to sign or get my close neighbourhood to sign yours petition if needed......

rukustar : i dont know..I think the state government should not have a problem to upgrade our Jalan Perusahaan and connect to Penang Science Park. They have expert traffic in MPSP, they can appoint a traffic consultant to do traffic impact study. If they find this road will be congested, they can limit for light vehicles only. Before this state goverment open the Jalan Bagan 29 (Jalan Rakyat) to Siram Road as an alternative route to avoid Sungai Nyior toll. Recently the state goverment announce 8 billion for proposed a third link. I think to upgrade this Jalan Perusahaan should be small matter for them...

Mpsp and state already decide foreigners and foreign workers hostel not issue here and road connect to Penang Science Park under federal.

1. Could not sell the house , no buyer , so have to find someone willing to rent -which are the aliens .

2. before the houses are rented to aliens, many units are empty and unkempt. Now , more tidy and neat.

in this case the owner has reasonable grounds and we cant stop the owners.Only MPSP and State Government can help us. MPSP can implement regulations to control the activities of the hostel, or at least give permission to the community to implement the GNG for temporary.

THE STAR :Call to revive link proposal

THE state government should revive a proposal originally mooted by the former state administrative to construct a road-cum-bridge connecting the Penang Science Park in Batu Kawan and Juru Heights in Juru.

Barisan Nasional’s Bukit Tambun constituency co-ordinator Lai Chew Hock said the estimated 3km-long link was supposed to include a 1km-long bridge over Sungai Juru.

He said the link was vital as there were now more factories operating in the Penang Science Park and in the neighbouring Bukit Minyak Industrial Park.

“The former Barisan-led state administration started planning the link in 2007 as it envisioned a high number of motorists commuting from the housing schemes in Juru to the factories in Bukit Minyak and Batu Kawan.

“However, the plan, which was being finalised just before the March 2008 general election, was shelved when Pakatan Rakyat took control of Penang after the general election,” he said in an interview recently.

Lai, the former Bukit Tambun assemblyman, said that with the Second Penang Bridge slated for completion by October next year, the traffic volume in Batu Kawan town was expected to triple.

He also said the state government should come up with a comprehensive masterplan for its proposed overall development in Batu Kawan.

“With the Second Penang Bridge connecting Batu Kawan here to Batu Maung on the island, there is bound to be rapid economic growth on both ends of the bridge,” he said.

Lai said many locals in Batu Kawan and Bukit Tambun, who were involved in farming, livestock breeding and seafood export, were worried that their businesses might have to make way for development plans in the future.

“The state should gazette agriculture land in this area to give these businessmen an assurance that they need not have to move out later on.”

He said the residents there had no clue of the type of industries and housing projects that the state planned to develop in the area, especially after the Second Penang Bridge is completed.

finally we can see a conceptual plan of Penang Science Park in PDC website have also shown that the proposed road to JH

We just hope that local people will live or buy a house here. The problem is whom to buy to live here while some existing owners are going to leave their home. If I was the second buyer,I will not waste my money buying a house in the area full of foreign workers.So the round of foreign workers who live here will continue. only state/mpsp who can help solve this problem.

haiiii good sunday. same story, same issue every sunday can see many foreigners walk round inside Juru Heights and hanging at shop lot and main entrance. where is local people? are every sunday they move out or more comfortable hiding in house. i don know. I really hope my friends do not come to my house every sunday. if they come i only can say "welcome to Juru Heights!"

Sunday...welcome to the most comfortable double storey terrace foreign worker hostels in mainland. You will not able to see foreign workers hostel as good as this and in the same neighbourhood with high end bungalow only at Juru Heights. Maybe only one in Penang..
